Patrick J. Kennedy is a former U.S. Congressman and systems-transformation leader helping boards address workforce productivity, regulatory complexity, and human capital performance through evidence-based mental health strategy. He brings a rare combination of legislative leadership, which is driving workforce productivity, and strategic insight into one of the fastest-growing drivers of business performance: workforce mental health and productivity. During sixteen years in the U.S. Congress, Kennedy led the bipartisan effort to pass the Mental Health Parity and Addiction Equity Act, one of the most consequential health policy reforms in modern U.S. history. The law reshaped the insurance market serving more than 170 million Americans and addressed a condition that costs the global economy over $1 trillion annually in lost productivity. Kennedy has spent the past decade working with employers, policymakers, and investors to translate mental health policy into measurable workforce and economic outcomes—helping organizations reduce absenteeism, improve workforce resilience, and address the estimated $300 billion annual cost of untreated mental illness to U.S. employers. His experience navigating complex regulatory environments, building bipartisan consensus, and aligning stakeholders across industries equips boards with strategic insight at the intersection of policy risk, workforce performance, and long-term enterprise value.
During 16 years in the U.S. House of Representatives, Patrick J. Kennedy led major bipartisan initiatives at the intersection of neuroscience, workforce health, and public systems modernization. He served on the House Appropriations Committee and key oversight subcommittees, gaining deep experience in federal budgeting, regulatory frameworks, and large-scale public–private systems implementation.
In 2013, Kennedy co-founded The Kennedy Forum, a national nonprofit advancing mental health parity and system transformation through policy reform, employer engagement, and accountability. He currently serves as a partner at Healthsperien, where he leads the firm’s Center for Behavioral Health, aligning employers, investors, and policymakers to scale outcomes-driven solutions.
Kennedy also co-founded One Mind, advancing global brain research, and Psych Hub, the world’s largest digital mental health learning platform. His work focuses on strengthening workforce productivity, regulatory strategy, and long-term enterprise performance through improved mental health systems.
